Turns out the Bandon Police received a tip that a homeless vagrant, living under the pedestrian bridge, was seen smoking a hookah. The area underneath the pedestrian bridge is known for its pleasant living conditions, out of the wind, out of the rain, and an ocean view to boot!

Bandon Police and Fire Department
The police, accompanied by the Bandon Fire Department investigated the report. To their suprise, Muammar Gaddafi was discovered hiding under the bridge, and was arrested for possession of paraphernalia.

Muammar Gaddafi
Muammar Gaddafi was the de facto autocratic ruler of Libya from 1969 until 2011, after seizing power in a military coup. As a result of the Libyan Civil War and the creation of the National Transitional Council, Gaddafi has become a disputed ruler with mixed domestic and international recognition.
He currently faces prosecution by the International Criminal Court, which has issued an arrest warrant for crimes against humanity. Billions of dollars of his assets have been frozen around the world.
The State Department was notified as Gaddafi was being booked into the Coos County Jail. Reporters heard Gaddafi saying "Take me to the Table Rock Motel" and "Don't lose my hookah!"

Bandon, Oregon Police
Hillary Clinton will soon visit The Bandon Police Department to express her gratitude and to award them with the Nobel Peace Prize.
